There could be many reasons why you are unable to access your cPanel, WHM or Webmail. These could include any of the following:
IP Address Blocked in Firewall (such as CSF for too many incorrect username/password login attempts)
Routing Issues
Blocked in cPhulk
No Account Exists
Incorrect Server (DNS issues etc.)
